한 농부가 하는말 들어보니

어제 오후에 충남에서 농업을 하시는 분이 사무실에 와서 노무현 전대통령을 욕을 많이 하고 갔습니다
이유는 노무현때 만들어 놓은 부동산 정책 때문에 박근혜 대통령정권까지도 돈이 안돌게 만들어 박근혜정부에서도 최악의 불경기를 타고 있다고 합니다
그래서 제가 노무현 정부시절 무었이 문제가 있어 경기 지금까지도 문제가 생기는 것입니까
라고 물어보니 하시는 말씀이 일단 지방에 농사짓는 땅을 요즘에 자식들이 농사를 안지을려고 하니까
팔으려고 하여도 외지인이 살수 있는 방법을 많이 막아 놓아서 땅을 팔수가 없으니 돈이 안돌아 경제가 어떻게 좋아지겠냐 하시며 농시짓다 몸이 아퍼서 옆집에 친구에게 땅을 임대주려고 하여도 농지 임대를 개인대 개인을 못하게 막아 놓았고 정부의 농지은행으로 가서 수익 빼았기고 토지임대 중개료 주고 임대료 받아야 하니 수입이 안되고 일부 분할하여 외지인에게 땅을 팔아 아들 전세금이라도 보내려 하니 경지정리한 농지분할은 605평 이하는 못하게 막아 놓았답니다
농지를 매매할 때 직접영농을 하였지만 작은 아들이 영농한 아버지 명의로 사업소득이 7천만원 잡혀 소득이 잡히는 바람에 직접영농을 20년 하였어도 양도세 감면도 못받는 세상이 되었다고 합니다 농지를 매수하려는 외지인은 농지취득자격 증명원을 발급받으려고 화성시 면사무소 신청하면 직접 농사를 짓지 안고 다른용도로 농지를 사용하거나 전용하면 법에 심판을 받는다고 직접 면사무소에서 산업계에 와서 싸인하고 농지를 취득해야 하니 누가 토지를 매수하러 오겠냐고 합니다
이렇게 통제가 되어 있는데 경기가 안돌아 가는 것은 당연하다고 말을 하며 노무현정부때 새로 만들은 정책을 다 바꾸며 이전 시기로 부동산 거래를 따르면 돈이 잘돌아 경기가 좋아 질 것이라고 말을 합니다
